Все материалы, поступающие в редакцию журнала, проходят предварительный отбор на предмет их соответствия тематике журнала и формальным критериям, предъявляемым к статьям.

All materials coming to the editorial office of the journal should pass preliminary selection regarding their compliance with the subject-matter of the journal and with the formal criteria for articles.

Статья принимается к рассмотрению только при условии ее соответствия требованиям к оформлению статьи, размещенным на официальном сайте издания https://ies.rusoil.net/page/elektrotehnicheskie-i-informacionnye-kompleksy-i-sistemy

An article shall be accepted for consideration only on condition of its compliance with the requirements to registration of an article published on the official site of the journal https://ies.rusoil.net/page/elektrotehnicheskie-i-informacionnye-kompleksy-i-sistemy

Статьи, не соответствующие формальным требованиям, отклоняются, и их авторы ставятся в известность о принятом решении.

Articles that do not meet the formal requirements will be rejected, and their authors will be informed about the decision.
|
|
В случае соответствия всем требования статья направляется на рецензирование признанному специалисту по тематике статьи, имеющему в течение последних 3 лет публикации по тематике рецензируемой статьи.

In case it complies with all the requirements, the article will be sent for review to a recognized expert on the subject of the article, who would have his articles on the subject of the reviewed article published within the recent 3 years.

Срок рецензирования определяет редакционная коллегия журнала, но он не должен превышать одной рабочей недели со дня передачи статьи рецензенту.
|
The review period is determined by the editorial board of the journal, but it should not exceed one working week from the date of receipt of the article by the reviewer.
|
|
Рецензия должна содержать квалифицированный анализ материала рукописи, его объективную аргументированную оценку и обоснованный вывод о публикации.
|
The review shall contain qualified analysis of the material of the article, its objective and argumentative evaluation together with well-grounded conclusion about the publication.
|
|
Рецензент оценивает статью и готовит обоснованный вывод о статье и четкую рекомендацию о целесообразности ее издания в данной тематической серии научного издания по конкретному научному направлению.
|
The reviewer evaluates the article and prepares a well-grounded conclusion about the article with a clear recommendation upon validity of publication of the article within the specific scientific field of the journal.
|
|
В случае отрицательной оценки рукописи в целом, рецензент должен обосновать свои выводы особенно убедительно. Замечания и пожелания рецензента должны быть объективными и принципиальными, направленными на повышение научного и методического уровня статей.
|
In case of negative evaluation of the whole article, the reviewer should substantiate his conclusion with very convincing arguments. His comments and suggestions must be objective and principled, aimed at improving the scientific and methodological level of articles.

При получении отрицательного заключения рецензента статья рассматривается на заседании редколлегии, которая принимает решение об отклонении статьи или о необходимости получения дополнительной рецензии независимого эксперта.

The editorial board shall review the negative opinion of a reviewer and decide to reject the article or refer it to another independent expert for additional review.
|
|
Редакция знакомит автора с выявленными замечаниями и предложениями по статье с целью ее доработки и вторичного представления.
|
The editors will familiarize the author with identified comments and suggestions on the article for the subsequent revision and second representation.
|
|
При получении положительной рецензии редакция информирует автора о допуске статьи к публикации с указанием сроков публикации.

Upon receipt of a positive reviewer’s opinion, the editorial board will inform the author that the article is accepted for publication indicating the date of publication.
|
|
Окончательное решение о целесообразности публикации принимается редколлегией журнала. Публикации осуществляются в порядке очередности поступления статей в редакцию. Редколлегия может принимать решение о внеочередной публикации статьи.

The final decision on acceptance of the article for publication is made by the editorial board. Articles are published in the order they were received by the editors. The editorial board may take a decision on immediate publication of an article despite the order it was received.

В случае принятия отрицательного решения о публикации, редакция оставляет за собой право не публиковать статью или направить ее на доработку, а автору направляется мотивированный отказ и заключительный отзыв рецензента.

In case of a negative decision about publication of an article, the editorial board reserves the right not to publish the article or send it back to the author for revision together with a substantiated refusal and the final opinion of a reviewer.
|
|
Заверенные подписями оригиналы рецензий в течение 5 лет хранятся в редакции журнала.
|
The editorial office holds the original reviewers’ evaluation letters signed for 5 years.
|
|
Принятые к публикации оригиналы статей не возвращаются. Материалы, получившие отрицательный отзыв рецензента, не публикуются и не возвращаются. Редакция не хранит материалы, не принятые к печати.

The original manuscripts of the articles accepted for publication will not be returned. The materials with negative reviewer opinions will not be published and returned. The editorial office does not retain the materials not accepted for publication.
